They also say President Trump's push to let customers hold "short-term plans" for a full year, and let trades band together into "association plans", are spooking insurers who think much-needed customers will flee the Obamacare markets.

Ron Johnson, a Wisconsin Republican who has voted with Trump almost 92% of the time, said Congress should assert "its constitutional authorities on tariffs to ensure we don't undermine the significant economic progress we have made over the last 18 months".

Meanwhile, the deep-pocketed Koch brothers, Republican kingmakers, went on the offensive against Trump earlier this week, rolling out a new, and radical list of trade-friendly demands on June 4. But Democrats are planning a political counter-punch. Bob Corker (R-Tenn.), is pursuing legislation that would limit the ability of the USA president to broadly use national defense to declare tariffs.

The president should renegotiate NAFTA, and reenter talks on the Trans-Pacific Partnership.

The Koch brothers are considered the architects of the 2010 "Republican wave" that swept Congress after Barack Obama's election. Anyone who doesn't back their free trade principles is "going to have a harder time getting support from our network", an official with the Koch network told Quartz. And senators won't have to answer questions about why - even with a lower unemployment rate - wages remain stagnant, or why Congress would rather see children murdered in their school desks than enact simple, practical gun reform.

Corker, who is retiring at year's end, said Trump asked him Wednesday morning not to file the bill, but he declined during a lengthy conversation, The Washington Post reported.
