The former New York City mayor, who was not on the legal team when the letter was written, added that Trump "probably does" have the power to pardon himself, an assertion challenged by legal scholars, but says the president's legal team hasn't discussed that option, which many observers believe could plunge the nation into a constitutional crisis. They argue that the President could not possibly have committed obstruction in the Russian Federation investigation because the Constitution empowers him to "terminate the inquiry, or even exercise his power to pardon if he so desired".

He has also dominated headlines after he said Sunday morning that the president has the power to pardon himself, while acknowledging that doing so would likely lead to impeachment.

Giuliani told NBC's "Meet the Press": "Pardoning himself would be unthinkable and probably lead to immediate impeachment".

Giuliani, who is representing Trump amid special counsel Robert Mueller's investigation into Russian interference in the 2016 presidential election, also appeared on a pair of talk shows Sunday.

"Technically speaking a president could attempt to pardon himself", said Gerhardt.
