After the flood began, Hermond was assisting merchant Kate Bowman, who had escaped through a window with her cat.

The historic area was hit with similar heavy flooding in the summer of 2016. "It's hard for me to even understand how this could happen two years later", Kittleman told reporters.

About 4 p.m. Sunday, the deluge raced down Main Street, and videos on social media networks showed rapid muddy water crashing through the historic downtown section of Ellicott City.

For now, the Main Street area remained blocked off Monday, even to residents and business owners, as teams of authorities and engineers surveyed the heartbreaking mess. Reconstruction efforts are now back to square one, officials said.

This flood followed another disaster, that occurred just two years ago, forcing people to restore a big part of the town.

A man is still missing in Maryland, after intense flood waters swept him away.

"They say this is a once-every-1,000-year flood and we've had two of them in two years", Hogan said while surveying the damage, according to Weather.com.




Located in the valley of the Patapsco River, a major waterway flowing to Chesapeake Bay, Ellicott City is known for its flood-prone location as much as its historic downtown. Others said they gathered in the second story of a building and anxiously watched the seething waters.

Howard County Police Chief Gary Gardner said Hermond was in a restaurant on Main Street with friends when the water came surging through.

Officials said they were heartbroken to see the community so severely damaged by flooding again, less than two years after a devastating flood killed two people and caused millions in damages.

"We'll see. It takes a lot of money and a lot of time", he said.

The Howard County Department of Fire and Rescue Services urged residents to evacuate downtown or move to higher ground while rescue teams fanned out through the area. He was the only person reported missing in Ellicott City - established in 1772 as a mill town surrounded by hills - where many now can't get the roar of rushing floodwaters out of their heads.

Getting flood insurance around old Ellicott City was a pricy proposition before. Hogan said temporary improvements were in place and more things were in the works to reduce the community's vulnerabilities.

Dozens of buildings and hundreds of cars were destroyed.
