In negotiating terms, that means Trump is giving away the very leverage point that's putting the squeeze on China in exchange for exactly nothing, except putting USA consumers and our country as a whole at risk. Trump tweeted his support for ZTE this week, putting the president at odds with the Commerce Department, which imposed trade restrictions on the company amid allegations it violated U.S. sanctions. "This is a company heavily subsidised by the Chinese government, that protects them at home, protects them in China, subsidises them in China, but then exports them overseas with the hopes that they can help them steal secrets and monitor and be an arm in the tool of intelligence for them", Rubio said on the Senate floor.

ZTE, most recently valued at $20 billion, is the largest telecom equipment maker in China and sells smartphones globally. -China trade talks in Beijing earlier this month where the two countries failed to reach an agreement on the long list of US demands.

"American workers and companies confront rampant theft of USA intellectual property, agricultural policies that disadvantage American farmers, restrictions on market access for US service providers and manufacturers, and mercantilist industrial policies that have cost US workers their jobs", they wrote.

How do you feel about this situation with Trump and China? Now, the Trump administration and the Chinese government are locked in negotiations over trade.

"China's utilisation of intelligence services and nontraditional collectors to advance their national development continues to place our national security at risk". Campaigning is gathering pace before Mexico elects a new president on July 1, which could make the talks more politically complicated.

"The president said as recently as last month that trade wars are 'easy to win.' But here he'd be acting as if China has so huge a trade advantage over the USA that we're too afraid to even enforce our own laws", Scissors wrote Monday. "It's really divorced from the trade story", Kudlow said. "I don't think he does".

The comment took USA trade and security officials by surprise and prompted the president to say in a later tweet that ZTE buys a large amount of parts from US companies and the concession was part of "a larger trade deal with China and my personal relationship with President Xi".




Washington lawyer Douglas Jacobson, who represents some of ZTE's suppliers, said: "This is a fascinating development in a highly unusual case that has gone from a sanctions and export control case to a geopolitical one".

"China has got to reform its system".

The recent actions against ZTE were labeled as not just trade enforcement, but a matter of national security.

"We don't know what the outcome is going to be - I can't possibly say here", Kudlow said. "That's an area where we will be exploring very, very promptly". Adding a 25 percent tariff on the components the company imports from China would amount to a tax on her firm that can not be passed on, she said.

A number of lawmakers from both parties have also warned that ZTE's close ties to the Chinese government could make it a cybersecurity threat against the United States.

Separately, Chinese state TV reported on Tuesday that Chinese Vice President Qishan Wang said that the United States and China should increase communication and solve differences through negotiations.

"America's policies toward China should put American workers, farmers and businesses first, not China's", they wrote in the letter.
