Israeli troops killed two Palestinians and injured hundreds at the Gaza boundary fence on Tuesday as residents buried dozens of Palestinians who were shot and killed by Israeli forces a day earlier, Palestinian authorities said.

US ambassador to the United Nations Nikki Haley walked out of a Security Council meeting on Tuesday when the Palestinian envoy began to speak, just hours after she praised Israel for acting with "restraint" in handling the protests in Gaza.

"You must tell Hamas that violence is not the answer", he said. The State Department said Tuesday the draft "was too one-sided" and unacceptable to the US because it did not mention Hamas' incitement of violence along the Gaza border.

Global condemnation of the killing by Israeli security forces of 60 Palestinians in Gaza intensified yesterday, though the United States praised the "restraint" shown by Israel.

Most countries say the status of Jerusalem - a sacred city to Jews, Muslims and Christians - should be determined in a final peace settlement and that moving their embassies now would prejudge any such deal.

Protesters said they wanted Israel to stop what they called a "massacre" in Gaza.

"We approve every round fired before it is fired".

As the council met Tuesday, U.S. Ambassador Nikki Haley laid blame for Monday's violence on the Hamas extremists who rule Gaza and insisted it had nothing to do with the opening of a U.S. embassy in contested Jerusalem, a move that infuriated Palestinians.

Elsewhere, Ireland summoned Israel's ambassador to protest against the fatalities while Russian Federation and China also expressed their concern over the killings. "Now we're playing the role of arsonist", said Ilan Goldenberg, a former State Department and Pentagon official who runs the Mideast program at the Center for a New American Security.

Mrs May said Israel had a right to defend its borders but the use of live fire and the resulting loss of life was "deeply troubling". Prime Minister Benjamin Netanyahu said Monday's confrontations were "the determined action of the IDF and the security forces prevented a breach into Israel's borders".

U.N. Secretary-General Antonio Guterres also proposed an investigation, after a deadly protest in Gaza in March.

Erdogan, now on a visit to Britain, had on Monday stepped up his rhetoric, accusing Israel of "state terror" and "genocide" over the killings.

"If you are unable to treat them, why are you letting them go to the protests", she said of her brother and the others who were wounded by Israeli snipers in the risky area near the border fence.

The chairperson reiterated the solidarity of the AU with the Palestinian people in their legitimate quest for an independent and sovereign State with East Jerusalem as its capital.

U.S. officials insist the administration remains committed to restarting the stalled Israeli-Palestinian peace process.

Responding on Twitter in English, Erdogan said: "Netanyahu is the PM of an apartheid state that has occupied a defenceless people's lands for 60+ yrs in violation of United Nations resolutions".

Netanyahu blamed Hamas for the Gaza violence.

"This bloodbath is the continuation of the Israeli army's policy during the last seven weeks: shooting with live ammunition at demonstrators, on the assumption that anyone approaching the separation fence is a legitimate target", Marie-Elisabeth Ingres, the group's representative in Gaza, said in a statement.
