The decision was taken by France following the refusal of Telegram company for not synchronising to the order of Russian officials regarding the security of users' secret messages.

An estimated 9.5 million of Telegram's 200 million global users live in Russian Federation. Head of Roskomnadzor Aleksandr Zharov said in comments to Interfax that he expected the block to be implemented within a few hours.

A Russian court has levied an official ban against messaging app Telegram, just weeks after its initial coin offering (ICO) presale raised almost $2 billion in two private funding rounds. Even if Durov changes Telegram's software to try to bypass Russia's block, "he will realize that most people just don't want to bother", Kremlin internet adviser German Klimenko said on Facebook. But Telegram said to comply would violate users' privacy.

Russian news agency Tass reports that the messaging service will be blocked immediately following the latest court ruling, and the ban will be in place until Telegram provides decryption keys to the FSB.

He further elaborated that the ban would not affect the terrorist threat in Russian Federation, as "extremists will keep using encrypted communication channels either in other messengers or via VPN".

The informing application is broadly utilized crosswise over Russian Federation and numerous countries in the Middle East, and around whatever is left of the world.

The Telegram app is a widely used messaging service because of its encryption feature. Reportedly, government officials access the app via a VPN - a technique commonly used in Russian Federation to circumvent internet restrictions - to communicate with the media and coordinate timing for conference calls.

In 2017 Presidential election campaign, the incumbent president Emmanuel Macron used Russian Federation based Telegram app that had been used by the government higher officials for communicating to each other.

President Vladimir Putin's press office reportedly uses the Telegram as well.
