The bench directed the filing of the draft scheme pertaining to CMB before it.

"When the scheme comes into effect, it will become binding on the Centre and all states", the CJI said. "The statute says "scheme".

In its application, the Centre sought "clarification" from the Supreme Court on its direction, saying there were differences between some of the parties on the subject. The Centre had approached the court, seeking a three-month extension to implement the 16 February order.

Karnataka is keen on a dispute redressal body, and Kerala wants the board to have both administrators as well as technocrats.
