Kim's nukes have become rapidly more risky over the past few years, firing scores of missiles and last year and detonating an H-bomb.

Earlier in the day, Wang said during a joint news briefing with visiting Swiss Foreign Minister Ignazio Cassis that he hoped a planned meeting in May between Kim and US President Donald Trump would "increase mutual understanding".

Its sole objective will be to establish a direct hotline between South Korean President Moon Jae-in and North Korean leader Kim Jong-un, which Cheong Wa Dae officials earlier said would enable "frequent" discussions between the two leaders. Kim has since embarked on a diplomatic overture that has seen him pencil in summit meetings with the South and the USA and make his global debut with a visit to Beijing - his first overseas trip since taking power in 2011.

The five-member South Korean delegation on Thursday was led by Kim Sang-gyun, a senior director from the National Intelligence Service, who met Kim Chang-son, an official from the North's state affairs commission and five other delegates.

North Korea's official news agency KCNA had said that a delegation headed by Ri left on Tuesday to meet other foreign ministers in Azerbaijan and to visit Russian Federation, but made no mention of China.

North and South Korean officials held preparatory talks Thursday for a summit later this month between the countries' two leaders amid a global effort to resolve tensions over Pyongyang's nuclear program.

It appears crushing United Nations sanctions have forced the North to back down as they attempt to rebuild relations with the rest of the world.
