Telegram Loses Bid to Stop Russia From Getting Encryption Keys

Telegram argued that the FSB violated consumer rights when it demanded that social networks provide authorities with encryption keys and chat histories.

The Supreme Court threw out an appeal by Telegram protesting against demands from the Federal Security Service intelligence agency (FSB) to provide access to user data. Russia's Supreme Court has turned down a request from the management of the electronic messaging service provider Telegram for declaring void the order issued by the federal security service FSB that established the rules and procedures of obtaining codes for reading users' electronic messages, a TASS correspondent reports.

"In the case of the non-fulfillment in time of the commitments provided by the Russian law (commitments of the organizer of the spread of the information in the internet), Roskomnadzor will file the lawsuit to the court with a demand to limit the access to the internet recourses of Telegram Messenger Limited at the territory of Russia". Telegram declined to comply and was hit with a fine of $14,000.

Authorities said the app has been used by violent extremists. And Spanish police said this week the man suspected of plotting an IS-inspired attack in Colombia sent suspicious messages on Telegram.




Telegram agreed to do so, but it refused to provide encryption keys, which could disclose users' private data.

A ban may be impossible to enforce anyway.

Russian Federation adopted counter-terrorism amendments in 2016 obliging telecommunications companies to store call logs and data for months.

The law "On personal data" came into force in Russia on September 1, 2015.it obliges Russian and foreign companies to provide the storage of the personal data of the Russians at the territory of Russia.

Telegram was one of the first companies to be targeted the ruling, but it claims that the law is unconstitutional because it bypasses the need for a court order.
