Opposition parties protested against the passing of the Budget without a debate as the session is to continue till April 6. "If they decide against it, we will have to pass the finance bill amid the uproar", a senior party leader said.

This Bill empowers the central government to notify the period of maternity leave eligible for qualifying as continuous service; and determine the amount of gratuity available to employees.

Amid the noisy scenes, RSP member N K Premachandran moved an amendment and sought a division, but the Speaker announced that his motion was negatived in a voice vote and put the bill to votes.

When Union minister Ram Kripal Yadav was responding to the first question on rural housing, the protesting members raised their pitch, drowning his voice.

With opposition paralysing the functioning of Parliament in the second half of the Budget session over issues ranging from India's biggest bank fraud at PNB to sharing of Cauvery waters and special package for Andhra Pradesh, the government chose to bring the budget for approval even though the session is scheduled to go on till April 6. While members of Congress, TMC, TDP, YSR Congress and TRS were in the Well raising slogans and holding placards, Left MPs were seen standing at their seats and raising slogans.

Protests in the Lok Sabha over the range of diverse issues continued disrupting the resumed Budget Session.




The NDA floor managers in both the Houses of Parliament are learnt to have renewed attempts to reach out to the Opposition leaders to find a way out so that discussions on the Finance Bill could take place. Amid the bedlam, Speaker Sumitra Mahajan adjourned the House for the day.

The Trinamul Congress walked out just as the Finance Bill was pushed through while the Biju Janata Dal abstained.

A day earlier, Lok Sabha had passed the Finance Bill without any discussion.

To this, Leader of the Opposition Ghulam Nabi Azad said "No Bill can just be finished in five minutes".

Previous year too, the Finance Bill had been streamrollered through the Parliament, and the BJP had faced accusations of "smuggling in" several key amendment without adequate discussion - Jaitley introduced 30 pages of amendments less than 48 hours before the legislation was taken up for scrutiny.
