Weeks later, another death of a Filipina in Kuwait was cited after the government confirmed the identity of the body discovered inside a freezer, believed to have been stored for over a year.

Labour Secretary Silvestre Bello III signed Administrative Order to totally ban the deployment of Filipino workers to Kuwait - where some 250,000 Filipinos are working primarily as domestic helpers - which took effect on Monday.

Bello said there are also other options for workers repatriated from Kuwait.

Kuwait has declared an amnesty for Filipino workers who overstayed their visas and are working to help some 500 workers stuck in the country after a company refused to pay their salaries, Villa said.

Cebu Pacific said in a press statement that they are now working with the Department of Foreign Affairs (DFA) and the Philippine Embassy in Kuwait on the final travel settlements. "But if a ban is what is needed, let it be so", said Duterte.

It's the latest case to draw the anger of populist Philippine President Rodrigo Duterte, who in January complained that cases of abuse reported by Filipina domestic workers "always" seem to be coming from Kuwait.

The DFA noted that some 10,000 undocumented or overstaying OFWs in Kuwait are expected to avail of the amnesty programme agreed by the two governments.

Meantime, Cebu Pacific Spokesperson Charo Logarta Lagamon said it they will be deploying an Airbus A330 aircraft - the largest in its fleet with a maximum of 436 passengers, for a chartered flight since CEB has no regular commercial air service between Manila and Kuwait.

"More teams from the DFA are on the way to Kuwait now to augment the Embassy teams on the ground", he said.

Those who would be flown home would be assisted in finding employment, Cayetano said, adding the 400 were just a small portion of the estimated 10,000 Filipinos who had signed up for the repatriation.

Bello, meantime, revealed the creation of a task force, led by Usec.

The first task force, headed by Labour Undersecretary Dominado Say, was tasked to handle the repatriation of OFWs pursuant to the directive of the president to repatriate them within 72 hours.

Another task force, he said will go to the Middle East on February 20 to check the condition of OFWs there and how the government can be of assistance to them.
