The driver of a double-decker bus that overturned in Hong Kong killing at least 18 people and injuring more than 60 was arrested on Saturday evening for unsafe driving, police said.

Almost 50 people were injured and taken to hospitals, including 19 in serious condition, the Hospital Authority said.

Some passengers managed to climb out of the vehicle on their own, but others had to be cut free by firefighters.

Police said at least 18 people - three women and 15 men - were confirmed dead on the scene.

Speaking to reporters after visiting the injured in the Prince of Wales Hospital, HKSAR Chief Executive Lam Cheng Yuet-ngor said she will order an independent inquiry to see whether there are any systemic problems with Hong Kong's bus operations.

This is one of the worst accidents of its kind in Hong Kong since 2003, when another double-decker bus plunged off a flyover after colliding with a truck, killing 21.

He said the franchise bus company would pay $10,000 to each injured person and family of the deceased.

While Hong Kong has a well-developed and generally safe public transportation system, fatal bus crashes have persisted.
