The 13 athletes and two coaches were initially blacklisted by the World Anti-Doping Agency (WADA) which said they were not "clean".

The CAS decision with met with severe criticism from the International Olympic Committee, claiming that it will have a "very negative" impact on the global fight against doping. Thirteen of group have either retired or are unavailable for undisclosed reasons.

As a result of the probe, a total of 43 Russian athletes were handed lifetime bans from Olympic competitions and stripped of their medals won in Sochi - despite never having tested positive for doping. The IOC, of course, is the organization that first barred any and all Russian representation from this year's Games after years of investigations into "state-backed doping". "The IOC regrets very much that - according to the CAS press release - the panels did not take this proven existence of the systemic manipulation of the anti-doping system into consideration for the other 28 cases", it said in a statement following the CAS verdict.

In the IOC's (International Olympic Committee) opinion recently they have not been pleased with how the sport of boxing at amateur level is being now ran by the AIBA (Amateur International Boxing Association).

"This was an unprecedented attack on the integrity of the Olympic Games and sport", IOC President Thomas Bach said in a statement.

"There are no guarantees, but I don't think the athletes who are doping will be here, " he said. "We can not lose sight of the extent nor the scale of the efforts that Russian authorities and athletes engaged in to cheat the anti-doping system".

The IOC expects 168 Russian athletes to compete under the neutral banner of "Olympic Athletes from Russia".

GE Healthcare said Tuesday that it plans to provide various support ranging from athlete management solution (AMS) to medical equipment during the 2018 PyeongChang Winter Olympics. In addition, their medals won at the 2014 Sochi games were reinstated, propelling Russian Federation back to the top of the overall medal count. What's more, the entire team may have the opportunity to march under Russia's flag at the closing ceremony. Russian Federation was suspended over an institutionalized, government-funded doping system and the systematic manipulation of anti-doping tests.

"As always, WADA is committed to doing what's necessary to ensure a level playing field for clean athletes of the world and, as a result, we take these reports seriously", said WADA's director general Olivier Niggli.

At an indoor track meet in Siberia in January, 36 Russian athletes suddenly withdrew, many of them claiming to be sick.

The allegations were mostly based on claims by Grigory Rodchenkov, former head of the Moscow Anti-Doping laboratory, who fled Russian Federation in 2015 while facing criminal charges.

This week Pound, a former Olympic swimmer for Canada, criticized the IOC, saying the sanctions against Russian Federation have not gone far enough. There is a sense that the International Olympic Committee is not able to punish a sporting superpower like Russian Federation.
