Chelsea are reportedly "close to clinching" a deal to sign Everton midfielder Ross Barkley after they submitted a new offer for the England global.

Barkley has yet to play this season after having hamstring surgery following a training injury but is now approaching match fitness.

The England global has now returned to training after a painstaking rehabilitation and Antonio Conte, the Chelsea head coach, wants to bolster his squad in January.

A move to the Blues was on the cards in August but the 24-year-old Toffee pulled out at the last minute, scuppering a £35 million transfer.

Barkley refused to sign a new contract with Everton and the club have been willing to sell the midfielder since the summer.

But Chelsea were happy to pay to secure his services in January, with Antonio Conte enthused by Barkley's potential.

They are now trying to negotiate a lower price of around £20m because Barkley's contract expires at the end of this season and he will be able to walk away from the club for nothing on a Bosman free transfer.

That delay looks likely to cost Barkley's boyhood club £20m in transfer revenue although Everton risk losing the England worldwide for nothing in the summer and will reluctantly accept a cut-price move. Today, Ross Barkley is set to join Chelsea....

New boss Sam Allardyce has always been resigned to the playmaker's departure and Tottenham were expected to rival Chelsea for Barkley.

He will be eligible to play for Chelsea in both the Champions League and Premier League.
