Flynn also informed the associate that his business partners could move forward with their project, which aimed to construct a network of nuclear reactors across the Mideast with support from Russian and other worldwide interests, the whistleblower said.

However, a sticking point was U.S. economic against Russian Federation, which was to supply the reactors for the proposed project.

Flynn, a retired Army lieutenant general and former high-ranking intelligence officer, pleaded guilty last week to lying to the Federal Bureau of Investigation about his discussions with the then-Russian ambassador, Sergey Kislyak, about the sanctions that day after they were imposed.

"Your letter seems to resort to desperate and baseless jurisdictional excuses to avoid conducting oversight in an apparent attempt to protect President Trump and his Administration", Cummings said while pointing out "inaccuracies" in Gowdy' letter.

Congress later passed new measures against Russian Federation, a bill that Mr Trump signed in August, though he said he did so reluctantly.

That's the account a whistleblower told Rep. Elijah Cummings, the ranking Democrat on the House Committee on Oversight and Government Reform, which has been investigating Flynn's role in the project.

Mr Cummings wrote that Mr Flynn, a retired Army lieutenant general, had attempted to "manipulate the course of global nuclear policy for the financial gain of his business partners".

In his letter, Mr. Cummings also said that his staff had been in consultations with Mr. Mueller's team, which brought the criminal charge against Mr. Flynn.

Cummings said he had found the unnamed informant to be "authentic, credible and reliable", and offered to produce the person for Gowdy.

Gowdy did not immediately respond to requests for comment.




Cummings said the whistleblower contacted his office in June 2017 to describe events that occurred at an event in Washington, DC, on Inauguration Day.

The whistleblower said Copson showed him his phone with Flynn's text message; it was sent at 12:11 p.m., about 10 minutes into Trump's inaugural speech.

He added, "This is going to make a lot of very wealthy people".

"I am going to celebrate today" Copson said, according to the whistle-blower.

"Although this individual was extremely hesitant to come forward - and still fears retaliation - the whistleblower has chose to do so now because this individual feels duty bound as a citizen to make this disclosure", he wrote.

He called for a bipartisan investigation.

ACU Strategic Partners issued a statement on Wednesday saying, "No member of ACU received any communication in any form from General Flynn during the presidential campaign, the presidential transition, the inauguration, the period following the inauguration when General Flynn served as national security adviser or subsequent to General Flynn's resignation".

ACU Strategic Partners has declined comment or make Mr Copson available for an interview.

Mr Mueller is investigating whether the Trump campaign colluded with Russian Federation during the 2016 elections.
