A leading House Democrat revealed Wednesday he was approached by a whistleblower who said a businessman received a text from Lt. Gen. Michael Flynn on January 20, 2017 at 12:11 pm - as the newly sworn President Donald Trump was giving his inaugural address - indicating that a lucrative nuclear energy plan they had been developing with Russian partners was "Good to go".

The whistleblower also heard from Copson that Flynn would try to reduce sanctions against Russian Federation as "one of his first orders of business and that this would allow money to start flowing into the project", Cummings wrote.

"During their conversation, Mr. Copson informed the whistleblower that he "just got this text message" from General Flynn saying that the project - "involving a joint partnership between the United States and Russian Federation relating to the energy sector in the Middle East" - was "good to go".

On Inauguration Day, according to the letter, the whistleblower met with an individual who was working with Flynn to promote a project with Russia, Alex Copson, who told the whistleblower that Flynn would ensure the sanctions would be removed, paving the way for the project to continue.

"And he apparently went on to say Flynn was making sure the sanctions would be "'ripped up' as one of his first orders of business".

Flynn attempted to "manipulate the course of global nuclear policy for the financial gain of his business partners", and assured a business partner the U.S. would relax sanctions once he worked in Trump's White House, Cummings wrote to House Oversight Chairman Trey Gowdy, R-South Carolina.

Flynn had worked as a consultant for ACU Strategic Partners, the group pushing the proposed nuclear deal, in 2015 and 2016.




The criminal case against Flynn in federal court barely touched on his work in private business, though it did describe his attempts during the presidential transition to mediate Russia's response to sanctions from the Obama administration and to influence foreign nations' votes on a UN Security Council measure related to Israeli settlements. Cummings wrote that Mueller's team asked lawmakers to hold off on a public release of this information until certain investigative steps were taken.

Neither Gowdy nor Flynn's attorney, Robert Kelner, responded immediately to a request for comment.

Flynn pleaded guilty to lying to federal investigators about calls he had with the Russian ambassador about sanctions and the United Nations vote at the request of Trump campaign officials.

Cummings, in a letter to Trey Gowdy, the Republican chairman of the Oversight Committee, detailed the whistleblower's allegations and called on the committee to subpoena Flynn to testify.

The witness told Cummings and committee investigators that Copson shared a text message he had just received from Flynn, who was on stage at the Capitol during Trump's speech.

The company did not respond to a request for comment Wednesday. It was pushed by a company that Flynn had advised during the 2016 campaign and transition, seeking to promote a joint venture with Russian Federation to build nuclear power plants in the region. He also said he finds the whistle-blower to be "authentic, credible and reliable", and someone who has come forward even though he fears retaliation because "he feels duty-bound as a citizen to make this disclosure".

Cummings said he was first contacted by the whistleblower last June, but suggested that his account had remained under wraps while Robert Mueller, the special counsel investigating Russian meddling, was investigating Flynn.
