Russian Federation said Tuesday it is talking to the United States about renewing the mandate of experts working to determine who was responsible for chemical weapons attacks in Syria, but the USA says Moscow won't consider the American draft resolution. A resolution needs nine votes in favour and no vetoes by the United States, France, Russia, Britain or China to be adopted. Russia's draft received four votes in favor, seven against with four abstentions.

Russia's deputy ambassador to the U.N., Vladimir Safronkov, dismissed the JIM's findings about Khan Sheikhoun as "mythical or invented", asking how Syria could be blamed since investigators never visited the town or the air base where the sarin attack was claimed to have been launched.

Russia's decision to veto the resolution provoked an angry reaction from the United States envoy to the UN, Nikki Haley.

The White House in June cautioned against another possible chemical weapons strike in Syria, warning that the Assad government would "pay a heavy price" for it.

"We are of the view that the JIM report, the seventh report, has been established by a flagrant disregard of [the] basic higher standards of the Chemical Convention, UN Security Council resolutions and previous decisions by the ECE executive council", Shulgin said.

"We would like to remind our United States colleagues and those who ... supported their unrealistic draft, we would like to remind you that you bear the burden of responsibility if the mechanism can not be salvaged", Nebenzia told the council.

"Not doing so would only give consent to such atrocities while tragically failing the Syrian people who have suffered from these despicable acts", it said.

Russian Federation had earlier vetoed a rival US draft resolution on the same issue.

At the outset of the meeting, Russian Federation withdrew its draft resolution but it was re-submitted and the council agreed to hold a second vote on that text. The vote was expected to take place later on Thursday.

The United Nations Security Council will hold a vote on Thursday to repeat an worldwide inquiry on the chemical weapon use in Syria.

The JIM experts also said they were "confident" the Islamic State extremist group was responsible for an attack at Um Hosh in Aleppo in September 2016 using mustard gas.

Russian Federation vetoed a US -sponsored Security Council resolution on October 24 that would have renewed the mandate of the experts from the United Nations and the Organization for the Prohibition of Chemical Weapons.
