Voting breakdown for Rugby World Cup 2023 is very humbling

In a surprise move, France has been announced as the host of the Rugby World Cup in 2023, following an announcement by World Rugby in London.

France have upset the odds having been ranked second in last month's evaluation report, with South Africa having been recommended by World Rugby after boasting the highest score.

The exodus of South African players in search of better opportunities overseas continues apace, the financial state of the game there remains parlous and the once-mighty Boks suffered the worst in a succession of humbling defeats in August, 57-0 to the All Blacks.

Ireland were eliminated after the first round when they secured eight of the 39 available votes to the 13 of South Africa and 18 of France.

For if South Africa's 38-3 hammering by Ireland at the weekend was not painful enough, this loss felt even more dispiriting.

Ireland has missed out on hosting the Rugby World Cup 2023.

"In 1995 it was an almost-white team", said Ramaphosa when he added his sizeable political weight to the final presentation in September. This process, according to World Rugby, was transparent and fair - something which Ireland and France disagreed with.

"It will be played out in reality that a country coming from a sad past, we will have achieved Nelson Mandela's dream of a true rainbow nation".

"We produced a compelling bid document that earned the unanimous recommendation of the Rugby World Cup Ltd board". We would have had the same thing here. "17,000 jobs will be created and I'm very proud of that".

Laporte toned down his cricitism after France were awarded the tournament, but admitted he believed there were aspects of the process he considered to have been unfair. "That recommendation was questioned last week by rivals, but endorsed a second time by World Rugby last week", he said.

"However, the view of the experts and World Rugby's leadership was overturned by World Rugby Council members, who may have had other factors to take into account".

"It will be for the next generation of SA Rugby leaders to decide whether to compete for the 2027 tournament or beyond", he said. We wish them every success as they turn their attention to delivering an outstanding tournament.
