More than 316 people were killed in the town of Sarpol-e Zahab alone, about 15km from the Iraqi border.

Thousands of homes were destroyed in the quake, which rocked a region spanning Iran's western province of Kermanshah and neighbouring Iraqi Kurdistan.

Devastating tremors in Iran and Iraq killed more than 70 people.

The official IRNA news agency says Rouhani made the remarks while touring the quake-hit Iranian Kurdish town of Sarpol-e Zahab on Tuesday. "And the government will surely follow up on these issues and identify the culprits and introduce them to the people", said Rouhani. The housing was built as a part of the "Mehr" or "kindness" project of former President Mahmoud Ahmadinejad. But Iranian officials said the chances of finding any more survivors were extremely low.




Armenian Prime Minister Karen Karapetyan sent a letter of condolences to First Vice-President of Iran Es'haq Jahangiri on the devastating natural disaster that claimed hundreds of lives in the province of Kermanshah, press service of the government told Armenpress. According to the report, Rouhani said that "the faults and shortcomings in the construction of these buildings should be investigated".

He says he appreciates foreign countries for expressing sympathy with victims of Sunday's temblor, which measured magnitude 7.3.

After initially pinning the quake's epicentre inside Iraq, the USGS then placed it across the border in Iran on Monday morning.

Thirteen years later, a catastrophic quake flattened swathes of the ancient southeastern Iranian city of Bam, killing at least 31,000.

Across the border in more sparsely populated areas of Iraq, the health ministry said eight people had died and several hundred were injured.

The work is taking place two days after a magnitude-7.3 quake struck Sunday night Iran time, just as people were going to bed.

Rescuers used heavy equipment to dig through the debris of toppled buildings on Tuesday and the government scrambled to get aid to the worst-hit Kermanshah province where hundreds of homes were destroyed, the BBC reported. Outside walls of some buildings were sheared off, power and water lines were severed, and telephone service was disrupted.

Residents fled without time to grab their possessions as apartment complexes collapsed into rubble.
