The Deseret News reports that the university sent an alert at 9 pm to students and staff to take shelter and remain inside campus. They did not say if he had any connection with the university.

On Tuesday morning, the Salt Lake Tribune reported that authorities identified the victim as CheinWei Guo, an worldwide student from China. The police presence on campus has been increased.

Salt Lake City police Chief Mike Brown has since apologized and fired Payne. Police swarmed rugged mountain foothills near the University of Utah Tuesday, Oct. 31, searching for Austin Boutain, suspected of killing Guo while on the run after another homicide in Colorado.

Austin Boutain is a suspect in the fatal shooting of ChenWei Guo, a Beijing native the university described as "extraordinarily outgoing, creative, smart & extremely engaged".

Kathleen Boutain was jailed in Utah on unrelated drug and theft charges after she reported to police Monday night that her husband had assaulted her while they were camping in the canyon. The owner of the pickup was found dead in an RV park in Golden Colorado.

There was "some type of friendly relationship" between the victim and the Boutains, the captain said, but the extent of that relationship was unclear Tuesday.

A lockdown at the university, which has about 32,800 students, ended early Tuesday and school officials canceled classes for the day. He also was a peer adviser in the International Student and Scholar Services Office. He says they have contacted his family in China and are working to bring them to Utah as soon as possible.
