It was the first such deadly attack in NY since the September 11, 2001 attacks, and the first time the United States has been struck with a vehicular attack like those that have occurred recently in Europe.

The suspect has been named as 29-year-old Sayfullo Saipov, who had legally emigrated to the United States in 2010. The FBI is investigating the case as a terrorist act. The March order suspended the travel of refugees into the United States during the 120-day review, noting that terrorist groups have attempted to infiltrate the country through USRAP.

Trump's tweet was vague on what aspect of vetting Homeland Security should "step up".

He added: "We must not allow ISIS to return, or enter, our country after defeating them in the Middle East and elsewhere". The difference between Trump's responses to Las Vegas and NY show what type of terrorism he thinks requires a policy response - and what type requires only thoughts and prayers. Trump wrote on Twitter on Tuesday night.




Hours earlier, Trump said just that.

Now, compare these rushed responses to how the president reacted after a white gunman, Stephen Paddock, opened fire on a crowd of concertgoers in Las Vegas, Nevada, and killed 58 people while leaving 546 injured.

'We can not fathom their pain, we can not imagine their loss, ' Trump said of those who lost loved ones in the massacre. 'Law enforcement is following this closely.

As one of thousands of New Yorkers who regularly rides on the path where this attack took place, I'm particularly grateful to the NYPD and first responders who work day in and day out to keep us safe, and to those that responded to the scene today. We need quick justice, and we need strong justice, much quicker and much stronger than we have right now.

The so-called diversity visa program was created by Congress in 1990.
