South Africa recommended ahead of Ireland to host the tournament

In assessing Ireland's stadiums, the report said that Pairc Ui Chaoimh, Pearse Stadium and Fitzgerald Stadium all require "a significant level of overlay, which is flagged as a risk, given the amount of work required to bring these venues up to Rugby World Cup standard".

Now that the Rugby World Cup board have recommended South Africa as the preferred hosts for 2023, the decision must be ratified via a World Rugby council ballot in London on November 15.

Instead, the World Rugby Council will meet in London next month to vote on which country will receive the right to host the competition and chairman of Ireland's bid oversight board Dick Spring believes the vote will still go their way.

In assessing the "cities" put forward in the Irish bid, the report said that one is "significantly smaller than the other bidders" smallest city", later saying that Killarney "is not sizeable with less experience in large scale global events'.

"Ultimately, the decision rests with the Council Members of World Rugby, who are elected by Rugby Unions from across the globe".
