Hurricane Harvey struck Texas on 25 August resulting in mass floods which inundated hundreds of thousands of homes, displaced more than 30,000 people and prompted more than 17,000 rescues.

The ACLU is now representing a Mennonite school teacher in Kansas who was denied an employment opportunity after refusing to certify that she does not boycott Israeli products.

According to the ACLU, the Supreme Court ruled that political boycotts were protected under the First Amendment in the 1982 case NAACP v. Claiborne Hardware Co.The case involved white merchants in Claiborne County, Mississippi, who, after they'd been boycotted, attempted to sue the organizations and individuals that had participated in the boycott for lost earnings. Residents who are dependent on city funding to rebuild their homes and are anxious about certifying something that isn't true on a government document could decide it's easiest to abstain from boycotting Israeli products, he said.

The law, which is similiar to laws in at least a dozen other states, took effect September 1. Congress is also considering a bill that would make it a felony for Americans to boycott Israel. But critics of the movement describe it as an anti-Semitic effort to delegitimize Israel.

So, why is the city of Dickinson asking relief grant applicants to certify that they are not now boycotting Israel and will not boycott the country while the agreement is in effect? The bill was signed by Governor Greg Abbott in May. But several cities, including San Antonio, Galveston, and Austin, have inserted anti-BDS clauses in their contracting documents.
