They say it's because of a 55 to 65 percent chance for a "La Nina" weather pattern.

Warmer than average temperatures are slightly more likely this winter in New England, federal forecasters said Thursday. It's expecting a cooler than average winter in parts of the Pacific northwest.

NOAA and the Climate Prediction Center issued their winter weather outlook for 2017-2018. The 2015-2016 winter was record warm, about 4.55 degrees hotter than normal.

Warmer-than-normal conditions are most likely across the southern two-thirds of the continental US and along the East Coast, including North Carolina, as well as across Hawaii and in western and northern Alaska.

The rest of the country falls into the equal chance category, which means an equal chance for above-, near-, or below-normal temperatures and precipitation because there is not a strong enough climate signal in these areas to shift the odds. It has extensive effects on the weather in North America and can affect Atlantic and Pacific hurricane seasons.

More snow than normal is expected for Chicago this winter.

The National Oceanic and Atmospheric Administration released its annual U.S. Winter Outlook this week.

There was a La Nina for the early part of last winter.

∙ Drier-than-normal conditions are most likely across the entire southern U.S. The Arctic Oscillation (AO) and North American Oscillation (NAO), for example, can send a southward surge of arctic air that puts the U.S.in a deep freeze for weeks at a time... but can only be forecast reliably a few weeks in advance. Jones said northern areas of the state might just be immune from La Niña, spelling good news for ski areas and skiers themselves. The next update will be issued on November 16, 2017.
