Further Pressure May Provoke 'Unpredictable' Response From North Korea

North Korea - the Democratic People's Republic of Korea (DPRK) - has repeatedly conducted missile launches in recent months, despite being barred from doing so under United Nations rules.

Mr Rudd outlined three possible scenarios.

"Separation of sanctions against the North Korean regime and humanitarian assistance towards its citizens is a universal value shared among the global society", said Cho during the meeting.

On the other side of the ledger, it needed to address the cessation of the nuclear program and abolition of the existing arsenal, Mr Rudd said.

On September 3, Pyongyang detonated its sixth nuclear device, seen as the most powerful ever conducted by the Asian country.

North Korea bitterly denounced new sanctions on its economy as "vicious, unethical and inhumane" and warned the measures would only accelerate progress on its nuclear weapons program, state media reported Monday. China and Russian Federation began naval drills near North Korea on Monday amid continuing tensions over the isolated state's nuclear ambitions and ahead of a United Nations General Assembly meeting this week, where North Korea is likely to loom large.

But two senior South Korean diplomats, interviewed by Reuters, expressed concern that Trump's rhetoric could provoke a miscalculation from Kim and prompt him to launch an attack.

Angered by USA financial sanctions imposed the same month, however, North Korea restarted provocations in July 2006 by firing a ballistic missile.

On Monday, he spoke by phone with Chinese President Xi Jinping and both leaders "committed to maximizing pressure on North Korea through vigorous enforcement of United Nations Security Council resolutions", according to a statement released by the White House.
