South Korean President Moon Jae-in said in a televised speech on Tuesday that US military action on the Korean Peninsula may not be taken without Seoul's consent, and the crisis should "absolutely" be solved peacefully.

"The DPRK will make the U.S. pay dearly for all the heinous crime it commits against the state and people of this country", the North Korea UN mission said Kim told Guterres.

Trump added that the alternative would have been very destructive and unacceptable.

North Korea is angry about new United Nations sanctions over its expanding nuclear weapons and missile programme and annual military drills between the USA and South Korea beginning later this month that North Korea condemns as invasion rehearsals.

Earlier this week, Kim praised the North Korean military for creating a "close and careful plan" to launch missiles towards Guam.

After days of hostility between the two countries, North Korea, on Tuesday took a step back and eased out the military tensions with the United State (US).

Moon has repeatedly urged North Korea not to "cross the red line" but had not previously elaborated what that would constitute. Moreover, for years, the United States and its allies have attempted to keep the North Korean government from procuring a nuclear weapon and the means with which to deliver it.

North Korea's rapid progress in developing nuclear weapons and missiles capable of reaching the USA mainland has fuelled a surge in tensions in recent days. North Korea responded by drafting an attack plan to launch at missile at Guam.

"They know what they need to do to get us to come to the negotiating table".

Kono also touched on the importance of China in resolving the issue.

Zoom in on these pictures from state media and they show a trajectory starting on North Korea's east coast, home to its submarine base, and moving over Japan, before landing roughly 20 miles from the Guam shoreline.

The chairman of the US Joint Chiefs of Staff, Marine Corps General Joseph Dunford, told reporters that President Donald Trump directly has "told us to develop credible viable military options and that's exactly what we're doing".

There had been reports that North Korea was softening its tone after more dramatic rhetoric on both sides, including Trump promising "fire and fury" if the North Koreans attacked Guam.

Rex Tillerson, US Secretary of State, said the Trump administration remains interested in a dialogue with North Korea but is waiting for some sign of interest from Pyongyang.
