President Donald Trump plans to join with two Republican senators to unveil legislation that would place new limits on legal immigration.

President Donald Trump announced his support Wednesday for legislation that would cut in half the number of legal immigrants allowed into the United States while moving to a "merit-based" system of entry.

"This legislation demonstrates our compassion for struggling American families who deserve an immigration system that puts their needs first and puts America first", Trump said, speaking straight to his most loyal voters.

Reforming American Immigration for a Strong Economy - will reduce the "overall immigration numbers to limit low-skilled and unskilled labour entering the United States", the White House said in a statement.

To achieve the reductions and create what they call a "merit-based system", Cotton and Perdue are taking aim at green cards for extended family members of USA citizens and legal permanent residents, limiting such avenues for grown children and siblings. Trump declares the bill to be the most significant immigration reform in half a century.

His involvement will put him at the center of efforts to make changes to the legal immigration system.




If passed, the plan would reduce the number of immigrants the USA will allow into the country.

The GOP legislation would eliminate programs that grant low-skilled immigrants permanent residency and would prioritize applicants who are fluent in English, are financially self-sufficient and have a demonstrable skill.

Sen. Perdue said during remarks at the White House that a bill to protect USA workers like this is "why we're here". Democrats are unlikely to support a bill that would dramatically reduce immigration levels and cap refugee admissions, and it's unclear how much support it could attract from Republicans.

Critics of the bill also attacked its revisions to family-based immigration, arguing that such measures will dissuade skilled immigrants who would otherwise want to come to the US.

"Our system is broken, but the response should be to modernize it, not take a sledgehammer to it", said Jeremy Robbins, executive director of New American Economy, a group of business leaders, mayors and others backed by former New York City Mayor Michael Bloomberg that advocates for comprehensive immigration reform.

"Restricting family members from joining their families in the USA will make it harder for them to become fully American", the National Immigration Forum's executive director Ali Noorani said in a statement.

Perdue said the proposed new immigration system will be both pro-growth and pro-economic growth. "What the merit-based system would do is bring our immigration policy more in line with what's good for American workers and taxpayers, so that's the overarching goal, and that I'm sure is the driving force behind talks with Congress and these senators". "This is different than illegal immigration".
